When fuelService starts it does a number of things

  1. Checks to see if you are registered
  2. Checks to see if it can connect to the Internet
  3. Finds your location using GPS
These things can take different amounts of time based upon signal strength.

On an iPhone 6 it takes around 5 seconds to start normally.
